These dudes need replacing once in a while. The pivot cup's purpose is to be the direct contact point for your pivot pin. This is the pointed end of your truck that meets the plate and essentially what makes your skates maneuver about. The majority of plates we use in Derby use a black rubber type of pivot cup like this. After time, and lots of C-Cuts, these guys start to wear down to just about nothing. Or worse, you blow a hole right through the bottom and it slips down your pivot pin. You're left with metal on metal (or nylon) and a much less controlled feel from your skates.
